Yes. But not when you decide. In Abu Dhabi, the developer decides.
Every off plan contract carries a resale policy: how much of the price must be paid before the developer allows a transfer, what it charges for it, and what the new buyer takes over. Most buyers read it after they want to sell. By then, it is the most important page in the contract.
This article is not for you if
- You are buying a ready home. Resale is a simple transfer.
- You plan to keep the home after handover. The resale policy matters less to you, although it still shapes the price of your neighbours’ units.
How a resale before handover works
- Your contract must be registered in your name on DARI, the Abu Dhabi real estate platform.
- The developer’s minimum share must be paid before it allows a transfer. For major developers this is commonly 30% to 40% of the price, and every developer sets its own figure.
- If you have not reached it yet, the market has a common solution: the new buyer pays the difference to the developer at transfer. Example: the developer requires 40% and you have paid 20%. The buyer pays you what you have paid, plus any premium, and pays the missing 20% to the developer.
- All installments due up to that date must be paid. The developer then issues a No Objection Certificate (NOC), and the new buyer continues the remaining payment plan.
- The transfer is registered with a 2% registration fee on the agreed price, plus the developer’s own transfer fee.
Selling an off plan home is not like selling a car. It is closer to handing over a contract, with a third party who has a veto.
Why the policy matters more than the brochure
The resale policy decides three things the launch brochure never mentions.
- How much cash your buyer needs on day one. If the threshold is 40% and you have paid 20%, your buyer must bring your 20%, your premium and the missing 20% at once. The higher the threshold and the earlier you sell, the larger that cheque, and the fewer the buyers who can write it.
- Who can buy from you. Banks only finance off plan homes once 50% of the price is paid, so before that point your buyer usually pays in cash. A smaller pool of buyers means slower sales and more pressure on your price.
- How many units compete with yours. When thresholds are reached in the same months across a large project, many owners can sell at once. That is when resale prices are tested.
How this shapes the market
Off plan resale in Abu Dhabi is growing fast. Resale transactions rose by about 56% from the first to the second quarter of 2026, according to Crompton Partners.
But the activity is concentrated. Over 40% of those resales were on Yas Island, and a handful of projects did most of the trading. Buyers are paying for visibility: projects close to handover, with a delivery date they can see, change hands most easily.
The lesson: off plan liquidity is not a feature of the market. It is a feature of the building.
The mistake we see most
Buying off plan with a plan to “flip before handover” without reading the resale clause. The plan only works if the threshold, the fees and the timing of your payments line up with the moment you want to sell.
What this article can’t tell you
The resale policy of a specific developer and project, and how resale prices in that building compare with the launch price. That is unit by unit, and it changes with each launch.

Questions buyers ask
How much must I pay before I can resell an off plan home in Abu Dhabi?
It depends on the developer. Many require 30% to 40% of the price before a transfer. If you have paid less, the new buyer can usually pay the difference to the developer at transfer. We confirm the exact clause before you reserve.
What does it cost to resell off plan?
A 2% registration fee on the agreed price, the developer’s transfer or NOC fee, and brokerage if an agent is used.
Can my buyer get a mortgage?
Only once 50% of the price has been paid under the general rule. Before that, your buyer usually needs to pay in cash.
Can I advertise my off plan unit myself?
Off plan resale listings need an advertising permit before they appear online. Portavia & Co. arranges it when we market your unit.
